탈북자 단체 "북한 집단학살 멈추기 위해 국제사회 지원 절실"

북한에서 자행되는 집단학살을 멈추기 위해 한국의 탈북자 단체들이 나섰습니다. 북한 주민들이 이상 고통을 당하지 않도록 국제사회의 도움을 호소하고 있는데요, 이연철 기자가 취재했습니다.

탈북자들로 구성된 한국의 민간단체인 ‘북한의 집단학살을 멈추기 위한 전세계 연대’ 공동대표들이 워싱턴을 방문했습니다.

정치범 수용소 등 북한 정권에 의한 인권 침해 상황을 널리 알리고, 국제사회의 지지와 지원을 호소하기 위해서입니다.

이 단체의 김요한 공동대표는 5일 `VOA’와의 인터뷰에서 북한 정권이 자행하는 집단학살을 멈추기 위해 3개월 전 단체를 결성했다고 말했습니다.

[녹취: 김요한 공동대표] “ 많은 탈북자 단체들이 연합을 해서 김정은 정권의 집단학살을 막기 위해서 이 단체가 만들어졌고요. 연대활동이 기본이고요, 그 목적을 이루기 위한 활동을 따로따로 하고 있습니다. ”

김 대표는 현재 한국 내 30여 개 탈북자 단체들이 자신들과 뜻을 같이 하고 있다며, 평소 각 단체들이 하는 활동들도 북한 정권이 자행하는 집단학살을 멈추기 위해 노력한다는 공동의 목표와 원칙에 따르고 있다고 설명했습니다.

이 단체의 지현아 공동대표는 전세계 연대에 속해 있는 각 단체의 활동이 북한과 직접 연결이 되고 있다고 말했습니다.

[녹취: 지현아 공동대표] “하는 일들이 직접 북한과 다 연결이 돼 있거든요. 그래서 우리가 북한 주민들에게 직접 지원하고 북한의 정권을 무너뜨리기 위한 직접적인 일을 하기 위해서 이 단체를 만들었습니다.”

북한을 탈출한 뒤 중국에서 붙잡혀 세 차례나 강제북송됐던 지 대표는 특히 중국 당국의 탈북자 강제북송을 막는 일에 중점을 두고 있다고 말했습니다.

이 단체의 주찬양 공동대표는 북한은 정치범 수용소 뿐아니라 북한 전역 자체가 감옥이라고 지적했습니다.

[녹취: 주찬양 공동대표] “국제사회에 공개된 정치범 수용소의 수는 6개에 그 수는 15만 넘게 밝혀졌지만, 솔직히 저는 주위에서 갇혀 있는 사람들 많이 봤거든요. 북한 전역의 실태가 저희는 감옥으로 규정하고 있거든요.”

주 대표는 이런 상황이 바로 집단학살에 해당되는 것으로 보고 있다고 말했습니다.

지현아 대표는 북한의 일반 주민들이 당하고 있는 이 같은 인권 침해를 멈추는 일은 탈북자들의 힘만으로는 부족하다며 국제사회의 지원을 호소했습니다.

[녹취: 지현아 공동대표] “국제사회의 도움을 받아서 함께 북한 정권을 무너뜨려서 북한에 있는 북한 주민들도 우리와 똑 같은, 전세계 사람들과 똑 같은 자유를 누릴 수 있게 해 주는 것이 제일 중요하다고 생각합니다.”

지 대표는 국제사회가 북한인권 문제 해결을 위해 더욱 강력한 행동을 취해주기를 바란다고 말했습니다.

Urgent appeal for action within North Korea to stop the genocide of North Korea's prisoners:

North Korean State Engaging in Genocide Against Prison Camp Inmates

SEOUL, Korea, Dec. 7, 2014 -- On October 28, South Korea's National Intelligence Service reported to the National Assembly that North Korea was intending to transfer prisoners of Camp 15 at Yodok, one of the most notorious DPRK concentration camps with testimonies of atrocities committed there contributing to much of the damning evidence found in the recent UN Commission of Inquiry report. The Chosun Ilbo cited a source as stating, "The regime is transferring the inmates one by one during the night so that their movement can't be detected by satellites," observing that the DPRK was closing Camp 15 to try to deceive the outside world into thinking human rights conditions are not as bad as charged. Up to 50,000 prisoners of conscience were brutally starved and enslaved at Yodok concentration camp, having been subjected to arbitrary executions, systematic torture, and sexual violence.

On November 8, Daily NK cited a military source in the region indicating that Yodok has been effectively shut down, as was the case with Camp 22 (Hoeryong Concentration Camp) in mid-2012, at which time some 20,000 prisoners of conscience or more may have been killed as reported by Radio Free Asia and the Committee for Human Rights in North Korea.

In view of accumulating calls for Kim Jong-un's prosecution before the International Criminal Court for crimes against humanity, the North Korean state apparatus has begun "restructuring" its vast network of prison camps. Former North Korean guards and officials have testified that it is fixed DPRK policy to eliminate all prisoners when facing the threat of war or a foreign invasion.

Mr. Ahn Myong-chol, a former prison guard at Camp 22, testified before the UN Commission of Inquiry in August of last year: “In case a war breaks out, in order to eliminate any evidence, we are supposed to wipe out the prisoners, so that no evidence of inmates remains … In each political prison camp there are tunnels … These tunnels were dug so that we can eliminate the inmates in the event that we had to erase any evidence of their existence … Every camp has an artillery … to annihilate all evidence should there be an attack or a war breaks out on the Korean Peninsula … should a war break out, the guards are supposed to shoot everybody under their supervision.”

The move to refer Kim Jong-un to the International Criminal Court has been approved by a strong majority within the community of nations, and North Korea is clearly implementing this policy of genocide to eliminate the camps in an attempt to cover its tracks. 

WCSGNK calls on the international community to increase support for North Korean dissidents. The proliferation of illegal cell phones, laptops, radios and diverse technology into the country has enabled communication with the outside world and laid the foundation for an organized movement to topple the Kim Jong-un regime. It is incumbent upon the international community to cooperate with North Korean defectors, fund their efforts and collaborate with their contacts within North Korea to halt the genocide that is underway at this moment.

Genocide and Crimes Against Humanity in North Korea

The Democratic People’s Republic of Korea (DPRK, North Korea) runs a network of concentration camps where an estimated 1 million innocents have been murdered in silence and 250,000 political prisoners, one-third of them children, are currently being forced to perform slave labor on starvation rations, are subject to systematic rape and torture, biological and chemical weapon experimentation, and summary execution.

North Korea is actively targeting for destruction every group protected under the U.N. Genocide Convention, through its decades-long policy of killing the half-Chinese babies of North Korean women forcibly repatriated by China (constituting genocide on national, ethnical and racial grounds), and its systematic annihilation of its indigenous religious population and their families (genocide on religious grounds). The regime’s treatment of political prisoners and its exploitative and discriminatory food policy which is responsible for the deaths of several million North Koreans constitutes crimes against humanity as defined in the Rome Statute of the International Criminal Court.

At the historic UN World Summit in 2005, heads of state and government leaders from around the world committed to protect populations from genocide, war crimes, ethnic cleansing, and crimes against humanity. According to the Responsibility to Protect norm, the world has a duty to intervene to stop mass atrocity crimes first by 'appropriate diplomatic, humanitarian, and other peaceful means' and then by force, if necessary.

North Korea, as a genocidaire of the first order, is in the category of state perpetrator and is manifestly demonstrating this failure to protect. It is time for the international community to act in North Korea.

북한정권은 정치범수용소를 곳곳에 설치, 운영해오고 있으며 지금까지 약 백만 명의 무고한 사람들이 이곳에서 소리 없이 희생되었다. 지금 이 순간에도 약 25만 명의 정치범 수감자들이 갇혀있으며, 그 중 3분의 1은 아이들이다. 이들은 굶어 죽을 정도의 식량배급을 받으며 매일 노예처럼 강제 노동으로 고통 받고 있다. 뿐만 아니라 체계적인 고문, 강간을 당하거나 생화학무기 실험대상으로 이용되기도 하고, 간부의 기분에 따라 즉결 처형에 처해진다.

북한정권은 유엔 집단학살 방지 및 처벌에 관한 협약이 보호하고 있는 모든 집단을 대상으로 집단학살을 자행해오고 있다. 지난 수십 년간 북한은 중국에서 강제 송환된 탈북 여성들의 아기들이중국인의 피가 섞였다는 이유로 살해하였으며(민족적, 종족적, 인종적 이유에 의한 집단학살), 토착 기독교인 및 그 가족들을 체계적으로 말살시켜왔다(종교적 이유에 의한 집단학살). 또한, 정치범 수감자들에 대한 처우와 수백만 명을 굶어 죽인 북한정부의 차별적이고 착취적인 식량정책은 국제형사재판소(ICC) 로마규정이 언급하고 있는 반인도죄에 해당한다.

2005년 역사적인 유엔 세계정상회의에서 각국 대표들은 인류를 집단학살, 전쟁범죄, 인종청소, 반인도죄로부터 보호하기로 약속했다. 보호책임(R2P) 원칙에 따르면 전세계는 대규모 잔학행위를 막기 위해 우선 먼저 “적절한 외교적, 인도적, 그리고 다른 평화적 수단으로” 개입하고, 그 다음에는 필요하다면 무력으로라도 개입해야한다.

전세계 제1위 집단학살자인 북한은 그 정권이 바로 가해자로서, 자국민을 보호하는데 명백히 실패하고 있음을 보여주고 있다. 이제는 정말로 국제사회가 북한을 상대로 움직여야 할 때이다.

 

LETTER OF DEMANDS TO THE INTERNATIONAL COMMUNITY:

To the Leaders of Korea, America, China, Russia, Japan, the United Nations and the Entire International Community,

We Refuse to Allow the North Korean Genocide to Continue Any Longer. Over 4,000,000 Innocent North Koreans have been Murdered through Starvation by the DPRK regime since 1995, and an estimated 1,000,000 North Koreans have been Murdered as a result of Slave Labor, Rape, Torture, Starvation and Execution in North Korea’s Political Concentration Camps. The Very Existence of these Concentration Camps makes the North Korean State Illegal, Illegitimate, and Criminal, and Demands the Immediate Intervention of the International Community.

Our Demands, based upon the foundation of International Law and the Universal Declaration of Human Rights are as follows:

  1. The Immediate and Total Liberation of All North Korean Political Concentration Camps
  2. Compensation and Re-imbursement to All North Korean Victims of Slavery, Starvation, Torture, All Concentration Camp Survivors, Execution Victims and Their Families for Immeasurable Loss and Suffering
  3. The Immediate Stepping Down from Power of the DPRK Leadership
  4. Prosecution of Kim Jong-un and All Individuals Responsible for Commissioning or Carrying Out Acts of Genocide and Crimes Against Humanity
  5. Through the Guidance and Oversight of a Coalition of North Korean Refugee Leaders and Human Rights Activists, in Partnership with the Republic of Korea and the International Community, WE DEMAND THE LIBERATION AND REBUILDING OF NORTH KOREA BASED UPON THE FOUNDATION OF ENSURING AND GUARANTEEING WITHOUT FAIL THE HUMAN RIGHTS AND SAFETY OF EVERY NORTH KOREAN INDIVIDUAL ACCORDING TO THE UNIVERSAL DECLARATION OF HUMAN RIGHTS AND INTERNATIONAL LAW, WHICH WAS COMPOSED TO PREVENT THE ATROCITIES OF NAZI GERMANY FROM EVER OCCURRING AGAIN. 국제사회를 향한 호소문:

대한민국, 미국, 중국, 러시아, 일본, UN 그리고 모든 국제사회의 지도자들에게,

우리는 북한의 집단학살이 지속되는 것을 더 이상 용인할 수 없습니다. 1995년 이후 4백만 명 이상의 무고한 생명이 북한정권 때문에 굶어죽었으며, 북한의 정치범 수용소에서 강제 노동, 강간,고문, 기아로 죽거나 처형당한 사람의 수가 백만 명으로 추정되고 있습니다. 이러한 정치범 수용소가 존재한다는 사실만으로 북한정권은 위법하고, 정당성이 없으며, 범죄자입니다. 국제사회의즉각적인 개입이 요구됩니다.

우리는 세계인권선언과 국제법의 기초에 근거하여 다음과 같이 요청합니다.

  1. 북한 정치범수용소 수감자 전원에 대한 즉각적인 석방
  2. 강제 노동, 굶주림, 고문에 희생당한 북한의 모든 피해자들, 정치범 수용소 생존자, 처형 희생자 및 그 가족들의 측량할 수 없는 손실과 고통에 대한 보상 및 배상

  5. 탈북민과 인권운동가 연합체가 앞장서고, 대한민국과 국제 사회가 협력하여 국제법과 세계인권선언에 따라 북한을 해방시키고, 모든 북한 주민들의 인권과 안전이 보장되는 기초 위에 북한을재건하는 일. 국제사회는 나치 독일에서와 같은 참극이 다시는 되풀이되지 않도록 하기 위해 국제법을 만들었습니다. 하지만, 국제사회, 우리 모두는 그 약속과 국제법을 지키지 못했습니다. 특히 북한문제에 있어서는 가장 형편없을 정도로 실패했습니다.
